Charles Hooker III to Lead Keystone Human Services
HARRISBURG, Pa., Nov. 1, 2106 /3BL Media/ - Charles J. Hooker III has assumed the role of President & Chief Executive Officer of Keystone Human Services, effective November 1. Keystone Human Services is one of Pennsylvania’s largest and most well respected human services organizations, serving the needs of men, women and children with disabilities since 1972.
Hooker follows the outstanding tenure of Dennis Felty as President & CEO of Keystone. Felty shepherded the organization from beginning until today, now employing 3200, managing a budget of 158 million and providing programs in Pennsylvania, Connecticut, Delaware, Republic of Moldova and most recently India. Dennis continues his work with Keystone for the next two years as Founding President.
After a lengthy strategically driven process the KHS Board of Directors Chairman, Thomas Flowers, CPA, announced the appointment of Charles J. Hooker III as the President & CEO, ushering the organization into new arenas and continuing the development of effective, high quality, mission driven services to meet the individualized needs of those Keystone serves. Keystone also effectively shares its knowledge and experience in meeting the needs of those with disabilities throughout the United States and worldwide.

Hooker has served in leadership positions within Keystone Human Services beginning in 1996 and most recently as Senior Vice President and President & CEO of Keystone Human Services International, taking our expertise and knowledge to the Republic of Moldova, Russia and most recently India, with additional consulting in Azerbaijan, Romania, and Kazakhstan.
Previously he has been an administrator at several well respected mental health and drug and alcohol organizations, including:
Chief Executive Officer, CPC MeadowWood and Atlantic Shores Hospital Charles was responsible for the administration and direction of a free standing Behavioral Health Services, providing comprehensive Inpatient Psychiatric and Chemical Dependency Services, Partial Hospitalization and Outpatient services for adults, adolescents, and children.
Executive Director, Recovery Centers of America, MountainWood and Oakview Treatment Center
He was responsible for the direction and management of free standing Inpatient Facilities and Intensive Outpatient Drug and Alcohol Treatment Program. These facilities offered a full continuum of care for adults, including Assessment and Evaluation, Sub-Acute Detoxification, Intensive Inpatient Rehabilitation, Partial Hospitalization, and Intensive Outpatient Programming. Adolescent services include Inpatient Treatment in an Adventure-based Therapy Program.
Program Director, Founders Hall
He was responsible for the management of 7-10 day Primary Care Managed Unit located in a Medical Surgical Hospital.
Clinician/Substance Abuse Counselor, White Mountain Community Mental Health Center and Reading Hospital Social Setting Detoxification Center
As a Clinician and Substance Abuse Counselor, Hooker provided a variety of services in Community Mental Health Centers, Medical Surgical Hospitals, and Ambulatory Care Centers.

Charles served as a Board Member from 2007 to 2011 and Board Member of Representatives as the Pennsylvania Representative from October 2004 through September 2007. Hooker was honored by ANCOR as a “Legacy Leader” in 2010.
William Penn Human Services (WPHS)
Charles served as a Board Member for William Penn Human Services designed to support Pennsylvanians with Intellectual Disability and Autism through the Commonwealth’s Medicaid program.
Charles holds a Master of Science Degree in Management from Lesley University, Cambridge, MA and a Bachelor of Arts Degree in Social Welfare from Kutztown University, Kutztown, PA.
Charles Hooker and his wife Kathy live in Camp Hill, PA and have three grown children.
